From March 24, 2021, all foreign citizens, without exception, regardless of the country of arrival to enter Ukraine must have a policy (certificate) of insurance issued by an insurance company registered in Ukraine, and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.

Citizens of Ukraine in order to cross the Ukrainian border must have a negative PCR test that was done a maximum of 72 hours before entry.

In the absence of the test, the Ukrainian must install the application Vdoma and self-isolate for 14 days. It is possible to complete self-isolation ahead of time in case of a negative PCR test result.

A citizen of Ukraine, or a person with a residence permit may not buy an insurance policy.

A person's presence of a certificate of antibodies to COVID-19 or a vaccination certificate does not exempt him from the need to have the results of testing for COVID-19 by PCR before crossing the state border.

Rules of entry to Ukraine

Resolution of the Cabinet of Ministers of Ukraine of June 2, 2021 № 583 amended the resolution of the Cabinet of Ministers of Ukraine of December 9, 2020 № 1236.

All foreign citizens regardless of the country of arrival to enter Ukraine must have a policy (certificate) of insurance issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company - a partner on the territory of Ukraine (assistance), and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.

And also have one of the following documents:

• a document confirming the receipt of a full course of vaccination against COVID-19 with vaccines included by WHO in the list of approved for use in emergency situations: Pfizer/BioNTech, Johnson & Johnson's Janssen, AstraZeneca / Vaxzevria, AstraZeneca/Covishield (India), AstraZeneca/SKBio (South Korea), Moderna, Sinopharm, CoronaVac (Sinovac); or

• a negative rapid test for the SARS-CoV-2 antigen (RAT, Ag) that was done no more than 72 hours before entry; or

• a certificate of a negative PCR test result done no more than 72 hours before the entry.

Children under 12 do not need a test and / or a vaccination certificate.

For foreign citizens, there is no possibility to do the PCR test in Ukraine or self-isolate. In the absence of a test / vaccination and/or insurance policy the border crossing for entry or transit will be denied.

Test results / vaccination and insurance policy are not required from:

• transfer passengers who do not leave the transit zone of the airport and do not cross the border of Ukraine (unless otherwise provided by the requirements of the country that is the final point of their route);

• foreigners or stateless persons permanently residing on the territory of Ukraine, and persons recognized as refugees, or persons in need of additional protection;

• employees of diplomatic missions and consular offices of foreign states, representations of official international missions, organizations accredited in Ukraine, and their family members;

• drivers and crew members of freight vehicles, buses carrying out regular, irregular and commuting, crew members of air and sea, river vessels, members of train and locomotive crews;

• military personnel (units) of the armed forces of the NATO member states and NATO member states of the Partnership for Peace program who participate in training activities for the armed forces.

Since June 17, 2021, Ukrainians and holders of a permanent residence permit are exempted from the requirement to have or undergo testing and / or self-isolation with the installation of the Vdoma application when returning to Ukraine from any country in the world.

How to log into mobile app?

Enter own mobile phone number, confirm registration with the code received to mentioned phone number (the application can be authorized on the phone number of any mobile operator in the world),
Fill in data on location of self-isolation place;
After filling in data on self-isolation place, the screen "Are you already at the self-isolation /observation place?" will open. This application screen you need to show to State Border Guard Service officer.
You need to confirm your arrival at self-isolation place, as your location is recorded when you send photo. It should be the same as the one you specified when logging into mobile app.

How to pass PCR-test and stop self-isolation through app “Vdoma”

If Ukrainian does not want to undergo Self-Isolation during 14 days and wants to perform PCR test to cancel the Self-Insulation he/she must comply with following rules:

1.In all cases to download "Vdoma" mobile app and specify his/her phone number as well as place for undergoing Self-Isolation;

2.After crossing border, the person has 24 hours to get to place of Self-Isolation. During this time mobile app will automatically remind person to note whether he/she has arrived at destination place or not;

3.During these 24 hours it is possible to perform PCR test in laboratory/clinic that are in the list of the Public Health Centre (List of certified laboratories of Ukraine). The laboratories which are not in the list don’t have access to the system; therefore they can’t provide the results of test to withdraw self-isolation.

4.During the test, the person must provide laboratory with his/her phone number linked to "Vdoma" mobile app and fill in the informed agreement for data processing. The fact of crossing the Ukrainian border should be indicated in the agreement if it took place during the last 14 days; the exact date of arrival in Ukraine should be indicated.

5.After performing test, the person shall go to his/her place of Self-Isolation and note in app that he/she has arrived at destination place;

6.The result of test should be ready 24-48 hours after performing;

7.The laboratory staff only by person request must forward the negative test result to Public Health Centre by indicating the tourist’s phone number linked to "Vdoma" mobile app;

8.In turn, the Public Health Centre collects the data in the unified electronic database and submits to "Vdoma" mobile app the information on termination of Self-Isolation;

9.In this way tourist see in his/her "Vdoma" mobile app if Self-Isolation is cancelled automatically and he/she can leave the premises and travel;

10.Test that was passed in the laboratory which is not in the list of Public Health Centre is not taken into account.

11."Vdoma" mobile app shall not be deleted during the whole stay in Ukraine;

12.Person can’t enter negative test result by himself/herself to "Vdoma" mobile app;

13.Person can’t leave the place of Self-Isolation until he/she receives a message in "Vdoma" mobile app about terminating Self-Isolation for him/her.

Rules for staying in hotels

In hotel:

The simultaneous stay of visitors in the hotel lobby not more than one person per 10 square meters of serviceable area is allowed.
Persons can visit hotels and stay there (outside hotel room) only if they wear respirator or face mask (including homemade mask), so that the nose and mouth are covered.
Hotel guests are obliged to keep the 1.5 meters distance.
Online check-in making in advance is recommended to avoid queues at check-in to hotel.
Meals in hotels are provided through meals delivery service to rooms upon prior order or at hotel restaurants situated inside or in open areas, provided the distance of at least 1.5 meters between seats at adjacent tables.
Not more than 4 clients are allowed to stay at the table (excluding children under 14 years old). Unless these tables are separated by a special partition;
Self-serve is not allowed.

During quarantine it’s not allowed:

To stay in transport, shopping malls and entertainment centers, shops, premises not wearing personal protective equipment, such as respirator or face mask, including homemade ones;
To leave observation places on your own.

Use protective gloves in transport, public places and shopping malls.
Disinfect hands, mobile phone and headphones regularly.

Rules of conduct in airports

Only passengers with boarding passes or tickets in paper or electronic form, as well as wearing face masks or respirators can enter the terminal;
Documents should be provided only opened and without covers. Passengers must be prepared to remove their face masks or respirators at the inspector's request;
If you are traveling with your sanitizer, please remember that its volume should not exceed 100 ml;
In case of detection of COVID-19 symptoms by airport employees, the passenger will be handed over to medical personnel;
In case of self-identification of symptoms it is necessary to cancel the flight. You should inform the air carrier about your decision through the airline's contact center and contact a doctor;
Passengers who ignore the requirements for the use of personal protective equipment during their stay in airport areas and directly on board of aircraft may be removed from the flight;
Passengers must provide themselves with a sufficient number of personal protective equipment;
You are not required to wear personal protective equipment if there is a document confirming contraindications for the use of personal protective equipment due to existing diseases;
During the stay on aircraft board try to minimize your moves and perform all actions with your luggage yourself until it is handed over to air carrier;
Check-in online on the airline's website and scan your boarding pass yourself;
Plan more time for check-in and check-out to avoid crowded places;

Is there a difference in the regulations for crossing the Ukrainian border, depending on what country I plan to enter temporarily or in transit?

No, there is no division of countries into zones now. Regardless of the country of arrival, all foreign citizens must have an insurance policy, as well as a certificate of a full course of vaccination, or a negative antigen test result, or a PCR test
What test do I need to do to enter?

To cross the Ukrainian border, you must have a PCR negative test result or a rapid antigen test (RAT, Ag), which was performed no more than 72 hours before entry. Test results from any other method, including antibody tests, will not be accepted.
